Section 17: Execution of external loan agreements.

An agreement entered into for the purpose of subsection 18(1) of this Act shall, subject to the provisions of this section, be executed for and on behalf of the Federal Government by the Minister or by such other persons and the Minister may, from time to time and in writing, designate for that purpose.
