Section 3: Services in public primary and junior secondary schools are free of charge.

(1) The services provided in public primary and junior secondary schools shall be free of charge.
(2)
A person who receives or obtains any fee contrary to the provisions of subsection (1) of this section commits an offence and is liable on conviction to a fine not exceeding N10,000:00 or imprisonment for a term of 3 months or to both.
