Section 22: Regulations, rules and orders.

Any power to make regulations, rules or orders conferred by this Act shall include power-(a) to make provision for such incidental and supplementary matters as the authority making the instrument considers expedient for the purposes of this Act; and
(b) to make different provisions for different circumstances.
