Section 20: Powers of the Minister

The Minister may make regulations-(a) prohibiting or restricting the importation by land, sea or air, either generally or from any specified country or place, of any animal or animal product, carcass, litter, fodder, biologic or any other thing by means of which disease may be carried by establishing a National Veterinary Quarantine Service;
(b) prohibiting or restricting the exportation by land, sea or air either generally or to any specified country or place, of any animal or animal product, carcass, litter, fodder, biologic, or other thing by means which disease may be carried;
(c)
regulating the movement of animals for the purpose of trade and commerce between Nigeria and international borders, in order to prevent the spread of disease, through the direct administration by the Federal Livestock Department, of the quarantine stations and control posts listed in the Second and Third Schedules to this Act; and

(d) for the declaration of any disease of national and economic importance and taking measures to control or eradicate such disease.
