Section 5: Visitor.

There shall be a visitor for the Institute who shall be the President of the Federal Republic of Nigeria and shall be responsible for-
a giving to the Council direction of a general character, as to the performance of its functions in relation to matters of public interest; and
b intervening where there is a deadlock or crisis that goes beyond the powers of the Council.
