Section 59: Power of Minister to make regulations.

(1) The Minister may make regulations as may in his opinion be necessary or expedient for giving effect to the provisions of this Act and for its administration.
(2) The Minister may give to the Council directives of a general nature or relating generally to matters of policy with regard to the performance by the Council of its functions and it shall be the duty of Council to comply withthe directives.
(3) Any power to make regulations,rules or orders conferred under this Act shall include the power to make-
(a) provisions for such incidental and supplementary matters as the authority making the instrument considers expedient for the purpose of the instruments ; and
(b) different provisions for different circumstances.
